The applicant promoter respectfully submits that the project has been delayed due to circumstances beyond the control of the promoter, primarily relating to issues concerning the requirement of Environmental Clearance (EC) and jurisdictional ambiguity between the Central and State authorities for granting such clearance. The project site falls within a 5-kilometre radius of PCMC Jurisdiction Zone (Critically Polluted Area), due to which clarification was required regarding whether the Environmental Clearance wsas to be granted by the Central Government or the State Government. During this period, litigation was pending before the National Green Tribunal, which created uncertainty regarding the competent authority for granting the Environmental Clearance.
