The project construction has been substantially completed and the application for Occupancy Certificate (OC) has already been submitted to the competent authority. The delay in obtaining the OC is purely administrative and beyond the control of the Promoter, despite full compliance with all requirements. Since possession cannot be legally handed over without the OC, the extension is sought only to maintain regulatory compliance. The delay does not adversely affect allottees, as the physical work is complete. The extension is requested solely to regularise the project status until receipt of the OC, with no changes to project scope, and the Promoter undertakes to hand over possession immediately upon receipt of the same.
