  1. Receipt of Commencement Certificate for Stilt + Four Upper Floors On 4th November 2022, we received the Commencement Certificate from the Islampur Municipal Council, granting approval for the construction of the project up to Stilt + Four Upper Floors. This certificate enabled us to commence construction work as per the sanctioned plans for these floors. 2. Application for Approval of the Fifth Floor Plan On 3rd April 2023, we submitted an application to the Islampur Municipal Council for the approval of the fifth floor construction plan. Based on initial timelines provided by the council, the approval process was expected to be completed by October 2023. It was understood that only after receiving the necessary approvals and a Commencement Certificate specific to the fifth floor, we would be able to begin construction on this floor. 3. Delays in Issuance of the Fifth Floor Commencement Certificate Despite timely submission of our application, the process for obtaining approval was significantly delayed. The Islampur Municipal Council experienced operational inefficiencies due to frequent changes in the officials handling the matter, inadequate coordination among departments, and delays in internal processes. These issues collectively resulted in an additional one-year delay in the issuance of the Commencement Certificate for the fifth floor, far beyond the expected timeline of October 2023. 4. Commencement of Fifth Floor Construction The construction of the fifth floor could only be initiated after obtaining the requisite Commencement Certificate, in compliance with applicable legal and regulatory requirements. Following the eventual issuance of this certificate, we proceeded with the construction activities for the fifth floor, ensuring all procedural norms were adhered to throughout the process.
